Dog Off-Leash Area Task Force
To create sustainable dog off-leash areas and
encourage safe and responsible
use of parks and open space to enhance Boise's recreational opportunities.
Meeting Minutes
July 12, 2000
4:00 - 6:00 P.M.

Informational Discussion: Linda Tell and her students from Les
Bois Junior High
School raised $117.12 for DOLAs in Boise. A big thank you to her class. This
money
has been put in the Heritage Trust Account, to be specifically used for DOLAs.
Staff would like to move forward with the proposal for DOLAs
to the Board of
Park & Recreation Commissioners as soon as possible. There are other
groups
that are possibly competing for some of the same land (it is a scarce
resource),
and the Task Force would like to propose dog off-leash area use in specific
areas
throughout the city.
Bulletin Board is going to need to be painted and
then installed in the
Temporary OLA at the Military Reserve Flood Basin. The installation will be
coordinated
with BPR Staff. Staff is looking for storage for the bulletin board at its
facilities until
the board can be painted and installed. Since BPR facilities are locked at night
and on
the weekends it is likely that storing it wouldn't work, since volunteers
working on it
would need to do so during weekends and evenings.
Park Rules & Regulations: The following will be the
proposed rules and
regulations for DOLAs
(additions or edits from last month are bolded):
1. Owners are legally responsible for their dog's
behavior and any injuries
or damages that may occur.
2. Gates must be kept closed at all times.
3. All dogs must wear a visible and current license.
4. Dogs showing aggressive behavior will not be permitted
within the facility.
5. Dog owners should not leave their dogs
unattended or allow them out of sight.
At no time should an owner leave the area without their dog(s).
6. Dog waste must be removed and properly disposed.
7. Owners must carry a leash at all times. Dogs
should be leashed
before entering and prior to leaving the park.
8. Dogs in heat are not permitted within the facility.
9. All dog owners who fail to comply with these rules may be
asked to leave.
10. Park is open from sunrise to sunset BCC 07-14-07.
11. Dogs are not allowed to harass humans or
other animals. Harassment
includes stalking and chasing BCC 9-14-2C.
12. Children eight and under must be accompanied
by an adult at all times.
It is recommended that toddlers and small children be within arms length
of parents at all times.
13. Please remove pinch collars, spiked collars,
etc. when playing
with other dogs. They may cause injury.
Sites Discussed (Each of the following sites meet
the minimum requirements of
an off-leash area as set forth by the task force and will be proposed to the
Board
of Park & Recreation Commissioners.
Bowler Site: The task force determined that the
area in the Southeast corner
of the park, below the existing road and east of the water tank, would be
an
appropriate area for off-leash use and will be proposing this location to
the
Board of Park & Recreation Commissioners. Staff will also propose that this
area be
2.75 acres. Once laid out on a map and perimeter established, minimum costs will
be estimated.
Willow Lane Park: There was much discussion about
placement of an off-leash
area on this 9.7 acre site. Some of it is less usable than others,
however,
not all members of the task force have seen the area, therefore, visits to
the
site and specific points of discussion will be reviewed and placement will need
to be
determined. Site size discussed was approximately 4 acres (+ or - ). Several
issues were
researched in regards to this site. Fish and Game was contacted to see
what
impacts an OLA may have on wildlife. They indicated that there would be
a minimal impact and they would not have an issue with an OLA at this
site.
Public Works has also been contacted regarding activity in this flood way
and flood plain. They indicated that in working with them and meeting certain
requirements, we
could establish an OLA. Recreation Unit for BPR indicated that their only
concern
was lack of parking during events and summer games. BPR will look at the
possibilities of additional parking in this area.
Military Reserve Temporary Off-Leash Area should
be improved to meet
the minimum off-leash area requirements and will be proposed as a
permanent
site to the Board of Park & Recreation Commissioners (approximately 5
acres).
Large Park in South West Boise (Murgoitio Site)
has an off-leash area
in the master plan of the park and is 1 - 2 Acres in size.
Cost Estimates: Cost estimates were discussed and
once an area has
been mapped for the DOLAs more specific costs per site will be made
and included in the proposal to the Board of Park & Recreation
Commissioners.
Process of Proposal: The task force has set the
minimum requirements
of off-leash areas and also has determined four priority sites. Jamie will
begin putting together the proposal for the Board of Park & Recreation
Commissioners.
Once priorities have been set, staff can take a proposal to the Board of Park
&
Recreation Commissioners. Items to be determined and included in the recommended
are:
Defined user group, task force mission statement, city dog population, share
research
that has been done, comparisons with other cities, 3-5 year plan, costs, etc.
Task force is hoping to be able to make a
recommendation to the
board at the September 21st or October 19th Board of Park &
Recreation Commissioners meeting.
