Dog Off-Leash Area Task Force

To create sustainable dog off-leash areas and encourage safe and responsible 
use of parks and

Bowler Site: Discussed the site costs briefly. Everyone has a copy to review. The cost will be
verified by design staff. Mention of ADA accessible parking that would be paved and the 
rest of the site gravel to cut the cost of beginning development costs. Design staff will review.

Willow Lane Park: The entire site as mapped by design, as well as green space area 
off of the
parking lot will be considered. Discussed several park plan ideas. 
    1) Have an entrance that was
sufficient for such an area or if for safety 
reasons another gate would need to be installed.

Irrigation was discussed. There is existing green space next to the proposed OLA. 
Design will look
at extending the existing system. Also, drip irrigation under the surface 
was mentioned. What is
the cost? Could this be used at this location? Design staff will research.

Also, discussed what types of grasses may be allowed in the flood plain (buffalo grass, 
creeping
red fescue, etc.) Public Works will also have to review the plans in this area because 
it is a flood
types of grasses that are able to be in this area.

Parking also needs to be addressed. As well as ADA Access.

Military Reserve Temporary Off-Leash Area Minimum requirements were determined for
this site. A
five foot post and rail fence with no-climb wire. Requested that the fencing be 
around the entire
five acre site on the upper side of the slopes, but inside of the trail. 
Can trees be put into the site?

Can an area be dredged down to the water table level to keep grass watered and 
provide a small
pond area at one end of the site? Design/Public Works will need to 
determine. Grass and a design
maintained to an acceptable 
level to park patrons and BPR.

ADA Parking also has to be addressed at this site. ADA Parking in the bottom of the berm is
preferred by staff and task force. Fencing will need to be altered to accommodate this parking.

Large Park in South West Boise (Murgoitio Site) Site costs need to be determined by staff.

Process of Proposal: Portions of the proposal to the Board of Park & Recreation 
Commissioners
have been completed. Once a draft is completed, the task force will be 
provided with a copy to
review and comment on.

Task force is hoping to be able to make a recommendation to the board at the September 21st 
or
October 19th Board of Park & Recreation Commissioners meeting.
